The Ecos Qualified Technical Solutions Program enlists utilities and computer manufacturers in an innovative upstream buy-down program to integrate more energy-efficient power supplies into desktop computers, desktop-derived servers, data center servers and computer peripherals.

This program design provides utility rebate incentives upstream to the computer manufacturer to decrease the cost of more expensive 80 PLUS-certified power supplies. This approach has proved the most effective at achieving product penetration in the market compared with more traditional downstream programs focused on providing incentives to end consumers.
