Update July 30, 2014
The OPA will run a two-stage process for its energy storage procurement – a Request for Qualification (RFQ) stage followed by a Request for Proposal (RFP) stage.
Now that the IESO has communicated the results of its procurement, the OPA procurement process will begin shortly. The OPA expects to post a draft RFQ document for comment before the end of August. Those who have subscribed for updates will be notified when the documents have been posted. Proponents will be qualified to participate in the RFP stage based on their experience, financial strength and ability to bring a project to completion.
In response to December 16, 2013, requests from the Minister of Energy, the OPA and the IESO submitted a joint report to the Minister on an energy storage procurement framework on January 31, 2014. The Minister issued his response to the report on February 20, 2014.
The procurement of 50 megawatts of energy storage will include two consecutive phases. The IESO will lead Phase I and is expected to release a Request For Proposals (RFP) by early March, 2014. The OPA will lead Phase II and release a RFP following Phase I. See more information on the Phase I procurement of energy storage on the IESO website. Information on the Phase II procurement will be on the OPA website.
