Updated HCI Standard Contract Guidelines

The OPA has now posted an updated version of the HCI Standard Contract Guidelines. The guidelines have been amended to align with the January 21, 2013, direction. In accordance with that direction the OPA is no longer accepting applications for refurbishment, upgrades or expansions of existing facilities currently holding HCI contracts.

As part of the province's commitment to increase Ontario's supply of clean, renewable generation, the OPA is developing a program to negotiate new contracts for qualified existing hydroelectric generation facilities in Ontario.

On May 7, 2009, the Minister of Energy and Infrastructure issued a directive, asking the OPA, to enter into new contracts for hydroelectric facilities that are connected to the IESO-controlled grid but not currently owned by OPG. The hydroelectric facilities must not have been previously considered under any renewables RFP. Facilities with or without a current contract with a provincial government body or agency, for any part of the generation output, may participate. A new contract for a currently contracted facility will not start until after the existing contract expires.

 


Updated HCI Standard Contract Guidelines

The OPA has now posted an updated version of the HCI Standard Contract Guidelines. The guidelines have been amended to align with the January 21, 2013, direction. In accordance with that direction the OPA is no longer accepting applications for refurbishment, upgrades or expansions of existing facilities currently holding HCI contracts.

Please refer to the Expansion Stream of the Hydroelectric Standard Offer Program (HESOP) for incremental hydroelectric capacity at currently contracted non-utility generation (NUG) facilities under contract with the Ontario Electricity Financial Corporation, and at OPA Hydroelectric Contract Initiative (HCI)-contracted facilities.

Pursuant to the January 21, 2013, Ministerial Direction, the OPA is no longer accepting applications for refurbishment, upgrades or expansions of existing facilities currently holding HCI contracts. The OPA in due course may amend the HCI Standard Contract Guidelines to incorporate changes to reflect this direction. The OPA is currently developing the Hydroelectric Standard Offer program (HESOP) for expansion projects as per the June 26, 2013, Ministerial Direction.


2014 Legal Holidays

Pursuant to the definition of “Business Days” in the HCI Contracts (any day that is not a Saturday, Sunday, or a legal holiday in the Province of Ontario), please be advised that the OPA will consider weekends and days designated as “Holidays” under the Ontario Courts of Justice Act (“CJA”). HCI Upgrades - Submission of supplementary forms

For Suppliers that are applying for Upgrades, there exist provisions in the Amending Agreement that require acquiring an Independent Engineer ("IE") in which the Supplier shall seek approval from the OPA. Please complete the form found here.

As per Section 1.4 of the Amending Agreement, the Supplier shall provide the OPA with a test report prepared by the Supplier or IE and certified by the IE for the OPA's review and concurrence. Please complete the form found here.

Please return both forms to the OPA as per the instructions stated on the forms.
